One piece has an ever-expanding world, over-the-top characters, and converging and diverging plot lines all brought together in a single box. With such a strong world and characters, there is an everlasting debate among fans on who is the strongest, after all, it is a shonen series with battles, so heres our take on the top 15 strongest characters in one piece, the list may not be accurate as we have taken into the expected power levels characters that have yet to show their true colors nevertheless here we go.
1. Imu
Let’s kick off the list with one of the most enigmatic and mysterious characters in One Piece – Imu. As the head of the World Government, little is known about Imu’s abilities. However, being at the pinnacle of authority, it’s safe to assume that Imu possesses unimaginable power and influence over the world’s affairs and may be the strongest character in one piece.

His Haki conquerer haki is exceptional, capable of intimidating even the mighty sea kings and leaking all around where he travels. Despite lacking a Devil Fruit ability, he has swordsmanship rivaling even Mihawk, which makes him a very powerful enemy considering he was seen meeting the Gororsei firsthand.
6. Rocks D. Xebec
Rocks D. Xebec, also known as the legendary Captain Rocks, was the captain of the Rocks Pirates and the primary antagonist during the “God Valley Incident” much of which is still unknown. He was considered one of the most dangerous and powerful pirates of his time for he led a crew with many future Yonko in it, even before the era of Gol D. Roger. The legendary battle at God Valley shaped the future of the world, and Rocks’ name remains infamous among those who know his history.

Monkey D. Garp, the legendary Marine Vice-Admiral, and the hero of the Marines is renowned for his incredible physical strength and combat abilities. He earned the title of “Garp the Fist” due to his prowess in hand-to-hand combat. Having trained both Luffy and Ace, his reputation as a fearsome and righteous warrior precedes him. He is the “Hero” of marines responsible for carrying out missions like the “God Valley Incident” as well as having 5 stars in the marine bounty list made by the pirates.
